Canada government continues to hold immigration draws despite the current pandemic issue in the world. On April 1, IRCC made it clear in its tweet that it will continue to hold immigration draws irrespective of the preventive measures taken for containing the pandemic.
It held its latest Express Entry (EE) draw on April, 09 and issued Invitation to Apply (ITA) to 606 applicants who not only had the qualifying 698 CRS score but also had a provincial nomination. The minimum Comprehensive Ranking System (CRS) score dropped by 22 points from the earlier PNP draw held on Mar 18.
The recent draw was the second program-specific draw selecting Provincial Nominee Program (PNP) applicants. The IRCC used the selected tiebreaker time and date as Dec 18, 2019, at 14:14:53 UTC. This means applicants with a CRS score of 698 and above, who submitted their profiles before this specific date and time, have received an ITA.

Canada holds immigration draws every 2 weeks. A profile with a CRS score equal to or higher than the qualifying score receives an ITA. As a result, this ITA will help you in applying for a Canadian permanent residence.
If you have a provincial nomination in addition to your express entry profile then you receive an extra 600 CRS score. Thus, it ensures a guarantee of receiving an invite to apply for permanent residence in Canada.
