As a graduate student from a private Quebec College, you will no longer be eligible for a PGWP. This new update by the Honourable Immigration Minister Sean Fraser comes to align Quebec with the rest of the provinces on the matters of international students.
Also, this policy will be in effect from Sep 01, 2023. This measure comes after the research and findings of Quebec’s Ministry of Education and journalists. The findings suggest that certain private educational institutions are partaking in unethical hiring practices.
Whereas for the rest of Canada, an international student under a private education program can not claim a Post Graduate Work permit (PGWP). A PGWP is an open work permit that helps international students transition into the Canadian labour market. The permit allows them to work in Canada for up to a maximum period of 3 years.
However, international students who are graduating from a subsidized institution will continue to get PGWP.
The immigration minister acknowledged the contribution that international students make to Canada. And appreciated the choice of Quebec to make changes to the PGWP. He further, emphasised how this move will help keep Canada keep the integrity of its international education program. And continue to make Canada the top destination for overseas education.
