Carla Qualtrough and Sean Fraser announces 13 amendments to IRPR to strongly safeguard temporary workers

Sep 26, 2022, Canada Immigration update: Carla Qualtrough (Minister of Employment, Workforce Development and Disability Inclusion) and Sean Fraser Minister of Immigration, Refugees and Citizenship (IRCC) shared 13 new amendments. New amendments have been made to the Immigration and Refugee Protection Regulations.

The new amendments add another layer of strong protection for such TFWs against any discrimination and abuse.


Besides, as per the new update these amendments will make:

  • Firstly, make Canadian employers share complete data on the rights of TFWs in Canada.
  • Secondly, ban Canadian employers from issuing any threats to fire and or fire TFWs in cases of abuse etc.
  • Also, ban Canadian employers from charging recruitment fees. And punishing such people for their actions against the TFWs.
  • Besides, all Canadian employers will have to provide necessary healthcare services. Employers hiring under the Temporary Foreign Worker Program (TFWP) will have to offer private healthcare as and when applicable.


Thus, with the new measures, temporary workers in Canada have much stronger protection than before. This will make sure that TFWs are not taken advantage of owing to their vulnerable situation in Canada. Also, it will make sure all Canadian employers getting foreign workers will follow the new guidelines. Because if they not they will face strict action against them. The ESDC has made it clear that they will cancel LMIAs immediately where they doubt the employer will not follow the new rules. And this will harm the safety and health of the temporary foreign worker.


ESDC ensures a rise in the strength and effectiveness of the TFWP

  • Raise inspection training, tools, quality and timeliness for a strong and better outreach.
  • Sending undercover agents for quality checks. And allowing workers to share grievances confidentially.
  • Raise and share awareness of the rules and regulations of the TFWP that Canadian employers must follow.
  • Take immediate action and resolve issues with due deliberation and collaboration with consulted, provinces, and local authorities.
