IRCC held its third Express Entry draw targeting applicants with a provincial nomination. And selected a total of 667 applicants with a CRS cut-off requirement of 748. Besides, the third Express Entry PNP draw sees CRS cutoff fall by 43 points.

Also, the tie-breaking rule applied for this draw is December 12, 2022, at 10:48:12 UTC. This means if more than 1 applicant matches the CRS draw cut-off then a decision will be made looking at the time and date of submission of their Express Entry (EE) profiles.

 

Who has the Invitation to Apply (ITA) for a Canada PR visa in this draw?

Applicants who meet the following terms have an ITA in this draw:

  • Firstly, have an active profile in the Express Entry (EE) System under 1 of the EE sub-streams such as:
    • Federal Skilled Worker Program (FSWP)
    • Federal Skilled Trades Program (FSTP)
    • Canadian Experience Class (CEC)
  • Secondly, meet Human Capital Factors such as:
    • Age
    • Education
    • Work Experience
    • Language Skills
  • Also, have a Provincial Nomination Certificate.
  • Finally, match Express Entry PNP draw cut-off of 748.

 

If we analyse the CRS cut-off for this draw, we may at first glance focus on the higher cut-off aspect. Whereas one must understand, the current draw targets applicants who have a valid PNP nomination. Besides, anyone who gets a PNP nomination against their EE profile gets an addition of 600 CRS points in the Express Entry pool.

 

As a result, if we look at the draw cut-off then we can divide the cut-off into two parts such as:

  • 600 points – PNP nomination
  • 148 points – EE PNP draw CRS cut-off.

 

So, in reality, the applicants needed a minimum of 148 CRS points to clear Mar 01, 2023, Express Entry PNP draw.

At the current moment looking at the frequency, figures and types of the EE draws, predicting the next outcome or pattern will be difficult. This is because post-covid the Express Entry (EE) System has gone through a lot of changes and upgrades (proposed and implemented) such as:

  • Rise in points for French Language Proficiency (TCF/TEF) for bilingual applicants.
  • Introduction of NOC 2021 – TEER.
  • Announcement of CRS cut-off not being the sole factor in the selection of applicants for permanent residency in Canada.
    • Other factors such as job occupation, language skill level etc may also be considered at the time of selection for Canada PR.
  • Attempt at reducing PR visa application processing timelines and backlog by digitalising the entire process. 
  • And the hiring of new staff for faster processing of visa applications.

Besides, earlier the Express Entry all-program draws were held periodically. As a result, everyone knows that twice a month on Wednesday IRCC is holding an EE all-program draw. But we can no longer predict the same.
