Canada needs you to get an ECA report for Canada PR. This is because it helps them with verification and gives you an advantage for PR selection. The most famous PR pathway is the Express Entry (EE) System. So, if you apply to the FSW category, you need an ECA to apply. Whereas for the FST and CEC categories, you do not.
However, if you wish to increase your CRS rank in the EE pool. It is advisable to get an ECA report. besides, a higher CRS rank raises your chances of getting selected in Express Entry draws. Once you get an ITA you can apply to IRCC for permanent residency in Canada.
