Canada is making history again. Yesterday, Hon. Immigration Minister Marc Miller and PM Justin Trudeau made headlines by unveiling the much-anticipated immigration plan. Yes, the IRCC sets Immigration Target Plan 2025-27 for permanent and temporary residents.

For the first time in the history of Canadian immigration, we are seeing targets for temporary residents. This was evident from the immigration ministers’ past addresses/updates on temporary resident policies and criteria.

 

Key Highlights: Canada Immigration Target Plan 2025-27 

Permanent Residence Targets

  • PR target: 2025: 395,000 | 2026: 380,000 | 2027: 365,000.
  • Focus: Economic immigration programs & Family reunification.
  • Increase: Federal high-skilled (FHS) targets via Express Entry.
  • Rise: French-speaking PR targets outside Quebec.
  • Emphasis: In-demand skills.
  • Alignment: Occupations with labour market needs.
  • Goal: Control population growth.
  • Aim: Enhance quality of life.

 

Temporary Residents Targets

  • First-time targets: 2025: 673,650 | 2026: 516,600 | 2027: 543,600.
  • Aim: Steady inflow of students/workers and others.
  • No target set:
    • Visitor visa or eTA.
    • Work/Study permit extension
    • In-Canada work/study permit applications.
    • Asylum claimants.

IRCC Immigration Target Plan 2025-27 Permanent Residents Targets: Exploration

On October 24, 2024, IRCC released the Immigration Levels Plan 2025-27. According to this plan, the PR targets for 2025-27 have been scaled down.

Overall, we see a fall in the PR targets, and we know that Canada is strongly focusing on the economic immigration pathway. Only a 17% drop is in this category target. Also, 40% of PR holders will be coming from inside Canada.

 

Another strong move we see is the lowering of PNP targets by 50%. We can see the same, from the figures below:

Positive Immigration Target Plan: Rise in key immigration targets for 2025-27

Canada is strongly allocating targets to select applicants from its Federal High Skilled Programs that are connected to Express Entry. Even though PNP targets are slashed by 50%, we see a strong rise in Express Entry linked pathways.

We also see a similar, strong, and positive rise in target for French-speaking PR applicants (outside Quebec). This number is set as:

  • 2025: 8% | 2026: 9.5% | 2027: 10%.

 

IRCC Immigration Target Plan 2025-27 Temporary Resident Targets: Exploration

As shared, for the first time we are seeing targets for temporary residents. This is new and bound to happen owing to all past immigration updates. Such as student cap, PGWP/SOWP changes, work permit restrictions etc.

 

Following is the temporary residents target for 2025-27:

Looking at the above target level we can understand:

  • Sharp fall in foreign workers in Canada.
  • IMP work permit target dropping: 2025 – 285,750 | 2026 – 128,700.
  • However, the TFWP permit target remains steady at 82,000.
  • Also, we should expect a higher transition of temporary residents to permanent residents.
  • Besides, Canada is planning to reduce the temporary residents population from 7% to 5% of its population.
