Canada is making history again. Yesterday, Hon. Immigration Minister Marc Miller and PM Justin Trudeau made headlines by unveiling the much-anticipated immigration plan. Yes, the IRCC sets Immigration Target Plan 2025-27 for permanent and temporary residents.
For the first time in the history of Canadian immigration, we are seeing targets for temporary residents. This was evident from the immigration ministers’ past addresses/updates on temporary resident policies and criteria.

On October 24, 2024, IRCC released the Immigration Levels Plan 2025-27. According to this plan, the PR targets for 2025-27 have been scaled down.

Overall, we see a fall in the PR targets, and we know that Canada is strongly focusing on the economic immigration pathway. Only a 17% drop is in this category target. Also, 40% of PR holders will be coming from inside Canada.
Another strong move we see is the lowering of PNP targets by 50%. We can see the same, from the figures below:

Canada is strongly allocating targets to select applicants from its Federal High Skilled Programs that are connected to Express Entry. Even though PNP targets are slashed by 50%, we see a strong rise in Express Entry linked pathways.

As shared, for the first time we are seeing targets for temporary residents. This is new and bound to happen owing to all past immigration updates. Such as student cap, PGWP/SOWP changes, work permit restrictions etc.

The new immigration targets may seem low. However, Canada aims to reduce the burden on incoming foreign residents. This way it can continue to offer a high quality of life, safety, and social security benefits.
As a result, anyone who wishes to study, work, do business, travel, visit, or settle in Canada, must apply after understanding this plan. Also, note Canada is majorly dependent on foreign students, workers, and entrepreneurs.
