In August 2024, the Francophone province of Canada announced the suspension of LMIAs for low wage TFWP jobs in Montreal for six months until March 03, 2025. However, as per the latest Canada immigration news, Jean-François Roberge (MIFI) shared, “Quebec to continue LMIA suspension until Nov 30 2025.”
However, the province is now also adding Laval under this policy extension. As a result, LMIAs for job offers that do not meet the minimum wage limit of CAD 27.47 will be rejected.

The French speakers’ province is making such changes to align with federal demand to reduce the inflow of immigrants. Thus, the province implemented a study visa cap of 63299 until Feb 26, 2026.
In 2025, the province plans to select 34,500 foreign workers under Quebec skilled workers and business target (Canada Immigration Levels Plan 2025-27). However, Quebec is yet to reveal the targets for the year 2026-27 and shall do so in the fall of this year.

In 2025, the province sems to follow the last years trends. Also, Quebec is yet to hold its draws for permanent selection. Thus, it will be interesting to see the frequence of draws, number of invitations and the EOI score requirements.
Initially, we must brace for low invitations and higher EOIs. However, third quarter of 2025, may show positive signs. Because this year’s target is 34,500 which must be met. So, even if Quebec continues LMIA suspension until Nov 30 2026, we can expect reliable results in the meantime.
