After the introduction of new Québec Immigration Act and New Immigration Regulations, the Ministère de l’Immigration, de la Diversité et de l’Inclusion (Ministry of Immigration, Diversity, and Inclusion) launched an online platform Arrima.
Additionally, the launching of Arrima platform will now make easier for the skilled workers to submit their application for permanent selection, more swiftly and efficiently.
Notably, the invitations will be given to candidates whose profile is suitable to the economic needs of Québec, including businessperson from different regions.
To enumerate, Arrima is an immigration application management system. Notably, Arrima uses the expression of interest process.
Furthermore, the system follows the three-step process:
Firstly, the candidate must complete the expression of interest online.
The Expression of Interest application includes information regarding the candidate’s education, language skills, work experience and field of training.
Secondly, The Ministère after reviewing multiple expression of interest applications of different candidates issues an invitation to the applicant. However, the invitations are sent to only those applicants who meet certain requirements as per the labor market of different regions of Québec.
Further, the selected candidates can submit a permanent selection application (official immigration application) and pay the associated fees.
Thirdly, evaluation of the application is done using a selection grid.
The provincial government of Québec has a special agreement on immigration with the Canadian government. The Québec government had laid down its own set of rules for choosing migrants.
The candidates interested in immigrating to Quebec under the skilled worker program must apply in 2 stages:
1. Apply for a Québec Section Certificate (Certificat de sélection du Québec [CSQ]). under the government of Québec.
After applying, the Quebec government will assess the application using their own rules.
Significantly, issuance of CSQ means acceptance of candidate as an immigrant by the Quebec government.
2. Once the candidate receives the CSQ, the candidate must apply to Immigration, refugees, and citizenship, Canada (IRCC) for Canadian permanent residence.
However, equally important is the submission of police certificates along with the complete permanent residence application.
