Who Can Apply for the Alberta Opportunity Stream?

The Alberta Opportunity Stream is open to:

  • Foreign nationals currently working in Alberta with a valid work permit.
  • International graduates from Alberta post-secondary institutions holding a Post-Graduation Work Permit (PGWP).

Alberta Opportunity Stream Eligibility Requirements

  1. Residency and Work Permit
  • You must have valid temporary resident status in Canada authorizing you to work (not implied or restoration status).
  • Your work permit must be based on:
    • A positive Labour Market Impact Assessment (LMIA), or
    • LMIA exemption (e.g., international trade agreements, intra-company transfers, International Experience Canada, Mobilité Francophone, IRCC public policies), or
    • A Post-Graduation Work Permit (PGWP) from an Alberta institution.
  • Not eligible: Refugee claimants, those under removal/appeal, temporary residents outside Alberta, or anyone without valid status.

  1. Eligible Occupations
  • You must be working in an eligible occupation in Alberta (NOC 2021 TEER 0, 1, 2, 3, 4, or 5).
  • For PGWP holders, your occupation must be related to your Alberta field of study.

  1. Education Requirements
  • Minimum: Canadian high school equivalent.
  • If educated outside Canada, an Educational Credential Assessment (ECA) is required.
  • PGWP holders must have completed a minister-approved program at a publicly funded Alberta institution:
    • If started before April 1, 2019: post-bachelor’s certificate, post-diploma certificate (min. 1 year), diploma (min. 2 years), undergraduate degree, or graduate-level credential.
    • If started on/after April 1, 2019: post-bachelor’s diploma, post-diploma certificate (min. 1 year), diploma (min. 2 years), undergraduate degree, or graduate-level credential.

  1. Work Experience Requirements
  • At least 12 months of full-time work experience in Alberta in the last 18 months, or
  • At least 24 months of full-time work experience in Canada or abroad in the last 30 months (can be a mix).
  • PGWP holders: At least 6 months of full-time work experience in Alberta in a job related to your field of study.
  • Work experience must be:
    • Full-time (min. 30 hours/week)
    • In your current occupation
    • Authorized by IRCC
    • Not gained while studying, except required co-op terms for PGWP holders
  • You must meet all licensing, registration, or certification requirements for your occupation in Alberta.

  1. Job Offer Requirements
  • You must have a full-time, continuous, paid job offer from an eligible Alberta employer in your current occupation.
  • The job offer must:
    • Be for at least 30 hours per week and at least 12 months
    • Be signed by both you and your employer
    • Meet Alberta’s minimum wage and employment standards
  • Not eligible: Part-time, casual, seasonal, independent contractors, business owners, temporary agency workers, home-based or virtual positions outside Alberta.

  1. Language Requirements
  • Submit valid test results (less than 2 years old) from IELTS General, CELPIP General, TEF Canada, or TCF Canada.
  • Minimum scores:
    • NOC TEER 0, 1, 2, 3: CLB/NCLC 5 in each skill
    • NOC TEER 4, 5: CLB/NCLC 4 in each skill
    • NOC 33102 (nurse aides, orderlies, patient service associates): CLB/NCLC 7 in each skill
