Quebec has issued 2,085 invites through Arrima since July 2019.

The Quebec ministry issued 23 invites to the people who applied under its Quebec Regular Skilled Worker Program. On January 16, 2020, the Ministry of Francization and Integration (MIFI) held the draw through the Arrima portal.

MIFI selected 23 profiles for Quebec immigration under the Arrima portal. The invited candidates are from the 18,000 affected profiles from June 2019, Bill 9. The Quebec govt earlier announced that the draw will take place near Jan 16, 2020. This means that this is the last round of draw for applicants getting affected by Bill 9.

What is Bill 9? How it is affecting Quebec’s immigration number?

Bill 9 is an immigration reform passed by the Quebec govt to gain max immigration control. The govt now controls who can apply and what role will they have in the growth of the province. This move has been criticized by immigration lawyers, federal govt and applicants. As this bill has affected 45,000 people who submitted their profiles between 2005 and August 2008. Although, Quebec govt argues that Bill 9 will reduce application processing time from 36 months to 6 months.

In fact, the province is facing a 20.7% decrease in the number of immigrants. The immigrant number dropped from 51,125 (2018) to 45,545 (2019).

How do people get selected by Quebec govt?

The Quebec govt selects skilled people under Quebec Regular Skilled Worker Program. If you want to apply for selection, then you can apply through the Arrima portal. Arrima portal is an electronic application system. This system helps in processing of profiles on a ‘first-come, first-served basis’. You can apply through the portal to get a Quebec Selection Certificate (CSQ). To do so, you must meet the terms of the program. CSQ helps you in applying for permanent residence in the province.

How can you apply for permanent residence in Quebec?

  • You need to create an Expression of Interest profile in the Arrima portal.
  • After you apply your profile will go into a pool of applicants.
  • As per your profile details, your profile will get a rank.
  • As per your score and Quebec’s labour market needs, MIFI will issue an ITA.
  • After getting an ITA you must apply for CSQ within 6 months.
  • Once you get a CSQ you can apply to the Canada govt for permanent residence.
