To apply you can use the Arrima portal. Quebec holds periodic Arrima draws and selects applicants for permanent selection. Also, applicants who get permanent selection get a Quebec Selection Certificate. This helps them to further apply to IRCC for permanent residency in Canada.
Another gem on ways to immigrate from Africa to Canada for a Canada PR visa is the Atlantic Immigration Program (AIP). This program consists of New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador.
If you are a skilled worker or international graduate, then you can apply to this program to settle in one of the Atlantic provinces. Under this program, you must get a job offer from 1 of the Atlantic provinces. Also, your job offer must be from a designated employer.
5. RNIP
