Express Entry (EE) System

When it comes to Canada PR, the first name that pops up is Express Entry. The fastest way to claim a Canada PR visa. The EE system in June 2023, introduced category-based draws. Under this, the country targets applicants from the following categories:

  1. STEM occupations
  2. Healthcare occupations
  3. Agriculture & Agri-food occupations
  4. Transportation occupations
  5. Trade occupations
  6. French language skills

Who can get an ITA under the EE French language category-based draw?

If you wish to get an ITA for your French language skills, then you must do the following:

  • Firstly, create an active Express Entry (EE) profile under 1 of the EE sub-streams:
    • Federal Skilled Worker Program (FSWP)
    • Federal Skilled Trades Program (FSTP)
    • Canadian Experience Class (CEC)
  • Secondly, meet Human Capital Factors:
    • Age
    • Education
    • Work Experience
    • Language Skills
  • Besides, to qualify in an EE French category-based draw you must:
    • Have French language skill level of NCLC 7:
      • TEF: R – 434-461, W – 428-471, L – 434-461, S – 456-493.
      • TCF: R – 453-498, W – 10-11, L – 458-502, S – 10-11.

How many applicants with French language skills have ITAs for Canada PR in category-based draws?

Since the beginning of category-based draws in June 2023, Canada has:

  • Firstly, Canada held 13 Express Entry (EE) French-speaking category-based draws up till now in 2024.
  • Secondly, 28,100 French-speaking applicants have ITAs to apply for Canada PR.
  • Also, the lowest CRS cut-off was 336 (Feb 29, 2024 EE draw) and the highest was (Sep 27, 2023, EE draw).

 

OINP French-Speaking Skilled Worker Stream

Anyone who wishes to settle in Canada chooses Ontario. The top in-demand province of Canada has a special stream that accommodates applicants with French language skills. The province under OINP has a special stream French-speaking skilled worker stream. You can easily get a Canada PR visa via this Express Entry (EE) linked profile.

To apply you must have an active profile in either the FSW or CEC category of the EE system and match all criteria. In connection with the OINP stream you must do the following:

  • Firstly, have a minimum of 1 year of work experience in NOC 0, 1, 2, or 3 job profile.
  • Secondly, have a Bachelors or Masters or PhD in Canada or equal in foreign education.
  • Also, have a French language skill level of NCLC 7. You can submit TCF or TEF test results that are no more than 2 years old.
  • Besides, have sufficient proof of funds as per family size such as:
    • 1 member: $14,690
    • 2 members: $18,288
    • 3 members: $22,483
    • 4 members: $27,297
    • 5 members: $30,690
    • 6 members: $34,917
    • 7 members: $38,875
    • More than 7: $3,858 for each extra person.
  • Moreover, agree to live in Ontario.
  • Besides, if you chose the EE FSW category, you must get a minimum of 67 points for the same.

 

Finally, in 2023, the province issued 1,490 NOIs to French-speaking applicants for a PNP nomination. Where in 2024, up till now 1,196 applicants have NOIs for a PNP nomination.

 

Quebec Immigration

Quebec is the home of French language speakers. It is the largest province of Canada that strongly focuses on French language skills. However, due to its complex immigration system and low invitations, applicants prefer to stay outside Quebec.

At the moment, the rules and regulations of Quebec have become very tough. So, no doubt Quebec is the best choice for applicants with French language skills. But if you look at the ease of access in the visa process then the rest of Canada is the best.

To apply for Canada PR via Quebec you will need a Quebec Selection Certificate first. For the same, you must apply to the Regular Skilled Worker Program (RSWP).

This pathway has a points system and assesses profiles as per:

  • Age
  • Education
  • Work Experience
  • Language Skills
  • Spouse
  • Additional factors

 

To apply, you need to launch your EOI profile in the Arrima portal. Quebec holds periodic RSWP draws and selects applicants as per its labour market demand and applicants who match its EOI cut-off.

As of now, Quebec has held 15 RSWP Arrima draw. Also, the province has issued 19,527 invites to French-speaking applicants for permanent selection.

 

NB Strategic Initiative Stream

This is another prominent stream for applicants with French language skills. The New Brunswick province under its NB Strategic Initiative Stream targets French speakers for PNP nomination.

If you wish to apply for the same, then you must do the following:

  • Firstly, meet 1 of the 3 conditions:
    • An in-exploratory visit to NB within 12 months of submitting an EOI, OR
    • Have a job offer from an NB employer, OR
    • Meet 1 of the NB priorities such as:
    • Within 6 months of applying completed a study program from Université de Moncton or Collège Communautaire du Nouveau-Brunswick (CCNB), or
    • Have been living in NB for 12 months and have been continuously working remotely for a Canadian company (outside Quebec), or
    • Have a letter of interest from an NB Immigration Officer.
  • Secondly, be PR ready by meeting all eligibility and having all supporting documents.
  • Also, submit an EOI to NB PNP.
  • Besides, get an invitation to apply for a PNP nomination.
  • Moreover, with a PNP nomination apply to IRCC for a Canada PR visa.
