From August 26 2024 French speaking students to get direct permanent residency

Breaking News: Canada brings in great news for French-speaking students. From August 26 2024 French speaking students to get direct permanent residency under the Francophone Minority Communities Student Pilot or FMCSP.

The key highlights of the same are:

  • Firstly, the Francophone Minority Communities Student Pilot or FMCSP is a pilot program.
    • It will offer permanent residency to French-speaking students in Canada.
    • The pilot will begin from Aug 26, 2024. And will accept 2,300 students in the first year.
    • However, the 2300 cap for FMCSP will be reassessed in August 2025.
  • Secondly, French students will be exempted from proving that they will leave Canada after their temporary visa expires.
    • This is the best news for French-speaking students. Because this clause has been the cause of high study visa rejections for many Canada study visa candidates.
    • This exemption also includes the family members of the French-speaking students as well.
    • Family members of French-speaking students can get a Canada study, work or visitor visa.
  • Also, French-speaking students are exempt from the long list of recent changes made to the Canada study visa process.
    • The do need a Provincial Attestation Letter (PAL). 
    • Also, the student cap of 360,000 is not applicable to them. 
  • Also, French-speaking students can directly apply for a Canada PR visa after they complete their study programs.
    • Such a measure will majorly raise the inflow of French-speaking students from Aug 26, 2024.
  • Besides, the income requirement will be adjusted. And will reflect 75% of the low-income cut-off of the city where the institution’s main campus is located.

 

Who can apply to FMCSP to get Canada PR visa after completing their study programs?

To apply to the FMCSP post-Aug 26, 2024, French-speaking students must get a Letter of Acceptance from a participating DLI. This should prove that they are applying under the FMCSP pilot program.

In addition, you must meet the following terms to apply:

The study program must be:

  • Firstly, must be for post-secondary level, full-time and of 2 years or more in duration.
  • Secondly, the study program must award a degree or diploma.
  • Also, the medium of instruction should be French. And 50% of classes must be in French.
  • Besides, to qualify for FMCSP you must be a citizen of 1 of the 33 eligible countries.

Why is Canada giving direct Canada PR to French-speaking students?

Canada under the Official Languages Act is responsible for bringing out measures to strengthen the Francophone community. This refers to taking measures to raise the inflow of French-speaking applicants. The government is aiming at a 6% inflow of French-speaking applicants in the country.

The FMCSP and Welcoming Francophone Communities Initiative will strongly contribute to the population growth of French speakers in Canada.

Besides, this also means that IRCC will hold a higher number of draws under Express Entry (EE) System. Under the category-based draws we can expect a higher selection of French speakers.
