The Hong Kong Quality Migrant Admission Scheme (QMAS) is a points-based immigration program designed to attract highly skilled or talented individuals to settle in Hong Kong and contribute to its economic competitiveness. Under QMAS, applicants do not need a job offer before applying and can bring their spouse or legally recognised partner and unmarried dependent children under 18.

QMAS Eligibility Criteria

Applicants must first meet all prerequisites before being assessed under one of the two points-based routes.

A. Prerequisites for All Applicants

Requirement Details
Age 18 years or above
Financial Requirement Able to support and accommodate themselves and dependants without public assistance in Hong Kong
Good Character No criminal record or adverse immigration record in Hong Kong or elsewhere
Language Proficiency Proficient in written and spoken Chinese (Putonghua or Cantonese) or English
Basic Education Qualification Good education background, usually a first degree from a recognized university or higher institution. In special cases, good technical qualifications, proven professional abilities, and/or relevant experience and achievements may be accepted.

B. Assessment Routes

After meeting the prerequisites, applicants choose one of the following assessment routes:

1. General Points Test

Applicants are assessed on factors such as age, academic/professional qualifications, work experience, language proficiency, and family background. A minimum passing score (currently 80 points) is required.

2. Achievement-based Points Test

For individuals with exceptional talent or outstanding achievements (e.g., Olympic medals, Nobel prizes, internationally recognized awards). Only one point-scoring factor: achievement. No minimum passing score, but only a limited number of applicants are selected.

Achievement-based Points Test

This test selects applicants who have exceptional skills/Talent.

Applicants who meet 1 of the following conditions will get 225 points or else the application will be rejected.

  • Applicant has been awarded for its exceptional achievement.
  • E.g., Olympics, Nobel, national-international awards.
  • Applicant’s work has contributed majorly to its field.
  • E.g., Lifetime Achievement Award from the industry.
Selection Process
  • Meet prerequisites – Qualify to apply.
  • Get assessed under 1 of the following point-based tests:
    • General Points Test
    • Achievement-based Points Test
  • Selection as per quota allocation.
    • Application will get a rank as per scores awarded.
    • Short-listing of high scoring applicants.
  • Receive Approval in-principle letter
    • Post allocation of quota get Approval in-principle letter.
      • Arrive in Honk Kong for a personal interview and submit original documents to the Immigration department for verification.
      • Applicant can enter Honk Kong as a visitor.
  • Post verification and approval get visa/entry permit to stay in Hong Kong.
