Manitoba is launching new 3 year pilot program to meet labour market needs

Amidst a myriad of changes Canada is implementing to strengthen the immigration industry, Manitoba too has positively stepped up to add to the same. It is well known that the country’s goal is to select foreign skilled workers with the right skills for the right job. Because it helps meet economic and job needs. Similarly, Manitoba is launching new 3 year pilot program to meet labour market needs.

 

This announcement comes on Nov 15, 2024, when the province is all set to launch a 3-year pilot program. However, this program targets the rural west-central region of Manitoba. Also, to do the same, the province will be collaborating with seven rural municipalities and the Gambler First Nation.

 

So, the list of the participating partners in the new 3 year pilot program to meet labour market needs are:

  • Municipality of Russell-Binscarth
  • Rural Municipality of Yellowhead
  • Municipality of Roblin
  • Rural Municipality of Ellice-Archie
  • Rural Municipality of Riding Mountain West
  • Rossburn Municipality
  • Prairie View Municipality
  • Gambler First Nation

 

The key highlights of the Manitoba’s West Central Immigration Initiative pilot are:

  • Firstly, 240-300 applicants will get PNP invitations over the 3 years.
  • Secondly, this figure is set after due consultation with 85 employers in the region.
  • Also, the selection of these applicants will help in:
    • Filing new jobs.
    • Hiring replacements.
    • Using new workers in lieu of retirement.
    • Also, foster overall labour market growth.

 

What benefit will Manitoba reap by launching this 3 year pilot program?

As per Malaya Marcelino (Manitoba, Minister of Labour and Immigration), this pilot program will help in economic planning and growth and address labour market challenges efficiently. Also, the pilot addresses the local demand for skilled workers and rising job vacancies. 

By working on meeting local needs, the province can continue to act as a welcoming province foreign talent pool. In addition, the province intends to work with other municipalities to launch such pilot programs in the future.

What is the use of opting for a pilot program?

Canada has a long history of launching pilot programs such as AIPP, RNIP, Agri-food pilot etc. Such programs are a collaboration between the federal government, provincial governments, and rural communities.

 

Also, the eligibility terms for these programs may depend on:

  • Securing a job offer,
  • Meeting Human Capital Factors such as:
    • Age
    • Education
    • Work Experience
    • Language Skills

 

Besides, the pilot program runs for a specific period. And if successful get converted to a regular full-time functioning program. Even though these programs to an extent mirror PNP programs, the latter are not temporary. Also, the PNPs offer nominations for Canada PR and work towards meeting the needs of the entire province and not targeted communities.

 

Moreover, Manitoba is yet to share details of Manitoba’s West Central Immigration Initiative pilot. Thus, we can expect the time soon in 2025.
