New Zealand Immigration News: The Ministry of Business, Innovation, and Employment,  New Zealand is planning to release the modified  Essential Skills In Demand (ESID) List  on 27th May 2019

The list basically helps the potential migrants in finding the skills which are in demand in New Zealand.

The Ministry of Business, Innovation, and Employment (MBIE), Government of New Zealand conducted a review of the  Essential Skills in Demand (ESID) list. To Brief, The ESID includes skills shortage list, which provides assurance for both employers and migrants regarding the job opportunities. The ESID list helps candidates interested in the New Zealand immigration process.

The ESID generally includes 3 skill shortage list :

  1. Long Term Skill Shortage List (LTSSL).
  2. the Regional Skill Shortage List (RSSL).
  3. Construction and Infrastructure Skill Shortage List (CISSL).

Brief Description of 3 skills Shortage List

Long term skill shortage List (LTSSL)

The LTSSL usually focusses on identifying the occupation with a shortage of highly skilled workers throughout New Zealand.

To enumerate, Essential Skills work visa or LTSSL work visa are given to the migrants who qualify for the job as per the requirement of the occupation.

Further, if they apply for work to residence visa, they can apply for residence after 2 years.

The outcomes of the LTSSL review are:

  • Inclusion of aged care registered nurse
  • Inclusion of construction project manager.
  • Exclusion of the occupation of a carpenter. However, the occupation remains in the CISSL.

    Regional Skill Shortage List (RSSL)

The RSSL, usually includes the regions having an immediate shortage of skilled workers.

Notably, The RSSL includes the details of occupation in 15 regions, therefore providing the exact figures of skill shortages in the regions. Furthermore, providing migrants a better perspective about the job opportunities in regional areas.

Moreover, An Essential Skill work visa is given to migrants who qualify for the job.

The outcomes of the RSSL review are:

  • Inclusion of early childhood teacher (all regions), primary school teacher (all regions) and secondary school teacher (all regions)
  • Exclusion of construction project manager roading and Infrastructure. However, the occupation is now in LTSSL.
  • Decline of café/restaurant manager, fitter (general), wood Machinist.
  • Decline of Quantity Surveyor .

To point out,  RSSL will be replacing ISSL.

To Explain, Immediate Skilled Shortage List (ISSL) usually identifies the occupations where there is a skill shortage. However, ISSL has only one drawback, it focusses focus on regional.

Further, a migrant worker meeting the requirement of the occupations listed in ISSL will be given  Essential work visa. An essential skill work visa allows the migrants to work in New Zealand temporarily.

Construction and Infrastructure Skill Shortage List (CISSL).

The CISSL generally consists of immediate short-term skill shortages in the Construction labor market of New Zealand. It also splits into 15 regions,  similar to the RSSL.

In CISSL inclusion of 3 occupations has been done.

The outcomes of the CISSL review:

  • Inclusion of Building Associate
  • Extension of plumber (general) occupation to all regions
  • removal of Stonemason for the Canterbury region – it will remain for Auckland and Northland.

Notably, the policies of MBIE are flexible and certain changes can be done as per the requirement of economy and labor market.

Though, the list focusses on providing genuine skill shortages, however, the MBIE also keep in the mind that the New Zealanders are not in a disadvantageous position in the labor market.
