Quebec is pausing to key immigration programs. Yes with the release of the 2025 immigration plan, Quebec paused two immigration programs to reduce CSQ for Canada PR.

 

Key Points on Quebec’s Immigration Changes

Pause on PR Pathways: Quebec has halted applications for:

  • Quebec Experience Program – Quebec Graduates (PEQ – Diplômés).
  • Regular Skilled Worker Program (PRTQ), will stop issuing invitations until June 30, 2025.

 

Effect on CSQs (permanent selection) and Admissions:

  • Drop in CSQs for PEQ graduates from 14,500 in 2024 to 4,500-5,700 in 2025.
  • Application intake will fall to 13,500-15,000 in 2025, down from 15,000-19,000 without the suspension.
  • PR Target: Quebec plans to invite 51,500 PR holders in 2025. However, this figure now also includes PEQ graduates.
  • PEQ Worker Stream: This stream remains open. So, you must agree to settle in Quebec, meet work experience requirements and have a legal status in Canada.

 

Updates to Quebec Skilled Worker Programs:

As Quebec paused two key immigration pathways to reduce CSQs we can see the following updates: 

  • Firstly, the Quebec Skilled Worker Selection Program is replacing the Quebec Temporary Resident Program (PRTQ) on Nov 29, 2024.
  • Secondly, invitations for the PRTQ and the upcoming Qualified Skilled Worker Selection Program will be paused.
  • Besides, the province is expecting 32,900 people to settle in 2025.

 

Additional updates:

  • There is a 25% cap on admissions from each country under the PRTQ.
  • Montreal employers can no longer hire temporary foreign workers on a job that offers hourly wages below the set median wage.
