The\u00a0BC Provincial Nominee Program (BC PNP) Entrepreneur Immigration<\/strong>\u00a0pathway is designed for experienced businesspeople from around the world who want to invest in and operate a business in British Columbia. This program encourages the creation of new businesses and supports economic growth and innovation in the province.<\/p>\n

Temporary to Permanent Pathway<\/strong><\/p>\n

Entrepreneur Immigration operates as a two-stage process. Approved candidates first arrive in B.C. as temporary residents. After successfully establishing and running their business according to program requirements, they may become eligible to apply for permanent residency.<\/p>\n

Entrepreneur Immigration Streams<\/strong><\/h2>\n

          Upon approval, sign a performance agreement and receive a work permit support letter.<\/p>\n<\/li>\n

                            Strategic Projects Stream<\/strong><\/h3>\n

                            The\u00a0Strategic Projects stream<\/strong>\u00a0is designed for international companies seeking to make significant investments in British Columbia by establishing operations that are vital to the company\u2019s global growth. This stream allows foreign corporations to transfer up to five key staff members-those with essential expertise and corporate knowledge-to actively manage the B.C. operations.<\/p>\n

                            Company Eligibility<\/strong><\/p>\n

                            To qualify, a foreign corporation must:<\/p>\n

                              \n
                            • \n

                              Be a well-established business in good financial standing.<\/p>\n<\/li>\n

                            • \n

                              Demonstrate readiness and capacity to expand internationally into British Columbia.<\/p>\n<\/li>\n

                            • \n

                              Commit to a substantial investment that will bring notable economic benefits to the province.<\/p>\n<\/li>\n<\/ul>\n

                              Key Staff Eligibility<\/strong><\/p>\n

                              To be considered as key staff, individuals must:<\/p>\n

                                \n
                              • \n

                                Currently hold a senior position with the foreign corporation and possess the qualifications and experience necessary to establish and operate the B.C. business.<\/p>\n<\/li>\n

                              • \n

                                Be appointed to an executive, senior management, or specialized knowledge role crucial to the B.C. operation.<\/p>\n<\/li>\n

                              • \n

                                Be offered a permanent, full-time position in B.C. with compensation aligned to their expertise and industry standards.<\/p>\n<\/li>\n<\/ul>\n

                                Note:<\/strong>
                                \nApplications will not be accepted for key staff who:<\/p>\n

                                  \n
                                • \n

                                  Are inadmissible to Canada.<\/p>\n<\/li>\n

                                • \n

                                  Are not lawfully admitted in their current country of residence.<\/p>\n<\/li>\n

                                • \n

                                  Are in Canada without valid status, or have not applied for restoration of status within 90 days of expiry.<\/p>\n<\/li>\n

                                • \n

                                  Are working in Canada without authorization.<\/p>\n<\/li>\n

                                • \n

                                  Have unresolved refugee claims or are subject to a removal order.<\/p>\n<\/li>\n<\/ul>\n

                                  Business and Investment Requirements<\/strong><\/p>\n

                                  The foreign corporation must:<\/p>\n

                                    \n
                                  • \n

                                    Make a minimum equity investment of CAD $500,000 into the B.C. operation.<\/p>\n<\/li>\n

                                  • \n

                                    Establish or acquire and expand an eligible business in British Columbia.<\/p>\n<\/li>\n

                                  • \n

                                    Create at least three new full-time jobs for Canadians or permanent residents for each key staff member proposed (up to five key staff).<\/p>\n<\/li>\n<\/ul>\n

                                    Ineligible Business Types<\/strong><\/p>\n

                                    The following business types are not eligible under the BC PNP:<\/p>\n

                                      \n
                                    • \n

                                      Immigration-linked investment schemes, as defined by federal and provincial regulations.<\/p>\n<\/li>\n

                                    • \n

                                      Businesses with redemption options or that may be considered passive investments.<\/p>\n<\/li>\n

                                    • \n

                                      Bed and breakfasts, hobby farms, and home-based businesses.<\/p>\n<\/li>\n

                                    • \n

                                      Payday loan, cheque cashing, money changing, and cash machine businesses.<\/p>\n<\/li>\n

                                    • \n

                                      Pawnbrokers, tanning salons, DVD rental stores, coin-operated laundries, automated car washes, and scrap metal recycling.<\/p>\n<\/li>\n

                                    • \n

                                      Businesses primarily selling used goods, unless value-added services like repairs or refurbishing are provided.<\/p>\n<\/li>\n

                                    • \n

                                      Real estate development, brokerage, insurance, or business brokerage.<\/p>\n<\/li>\n

                                    • \n

                                      Goods trading businesses (e.g., import\/export) unless they provide significant value-added services.<\/p>\n<\/li>\n<\/ul>\n

                                      Application Process<\/strong><\/p>\n

                                      Step 1: <\/strong>Conduct an exploratory visit to British Columbia to learn about the market and business environment.<\/p>\n

                                      Step 2: <\/strong>Contact the BC PNP to discuss your business proposal before registering for the Strategic Projects stream.<\/p>\n

                                      Step 3: <\/strong>Register your company\u2019s interest, providing details about the business, proposed investment, and qualifications of key staff. A non-refundable registration fee of CAD $300 applies.<\/p>\n

                                      Step 4: <\/strong>If eligible, you may be invited to submit a full application within 90 days of invitation.<\/p>\n

                                      Step 5: <\/strong>Submit a complete application package, including forms for key staff and supporting documents. The application fee is CAD $3,500 for the company, plus CAD $1,000 for each key staff member.<\/p>\n

                                      Step 6: <\/strong>If approved, both the company and each key staff member must sign a Performance Agreement with the Province of B.C.<\/p>\n

                                      Step 7: <\/strong>Approved key staff receive a work permit support letter, valid for 90 days, to apply for a work permit from Immigration, Refugees and Citizenship Canada (IRCC). Staff must arrive in B.C. within 180 days of receiving the letter and submit an arrival report within 60 days of landing.<\/p>\n

                                      Step 8: <\/strong>After fulfilling the obligations outlined in the Performance Agreement, submit a final report to the BC PNP. The program may conduct site visits or interviews as part of the assessment.<\/p>\n

                                      Step 9: <\/strong>If the terms of the Performance Agreement are met, each key staff member may be nominated for permanent residence and must apply to IRCC within 180 days of nomination.<\/p>\n
