Who we are

We are a strong and strategically driving an influential force behind the local government sector

We are a robust and strategically positioned entity driving significant influence within the realm of local governance. In 1995, the Mising Autonomous Council was established under the Mising Autonomous Council Act, enacted by the Assam Legislative Assembly and headquartered in Gogamukh, Dhemaji. From its inception, MAC has been proactive in serving its populace, fostering development and progress.

The inaugural election of MAC took place in October 2013, resulting in the formation of a dedicated governing body on November 6th, which continues to operate seamlessly to this day. The council remains steadfast in its commitment to enhancing the lives of its constituents.

Under the esteemed leadership of Honourable Chief Executive Member, Sri. Paramananda Chayengia, MAC is poised to effect positive change for the Mising community, leveraging his visionary leadership to drive advancements and improvements. Furthermore, recognizing the evolving needs of the region, the MAC Amendment Act of 2005 was enacted, extending its scope to accommodate a broader spectrum of communities, including other Scheduled Tribes and non-tribal groups, thus ensuring inclusivity and equitable representation.

Core Area and Satellite Areas and defined by the Act as follows

MAC encompasses both Satellite and Core Areas dedicated to fostering the social, economic, educational, ethnic, and cultural advancement of the Mising and other tribal communities residing within its jurisdiction.

In this context:

Satellite Areas refer to regions consisting of non-contiguous clusters of villages primarily inhabited by Scheduled Tribes, where the Scheduled Tribes population comprises half or more of the total in the cluster, rather than necessarily in individual villages.

Core Areas denote the compact and contiguous regions predominantly inhabited by Scheduled Tribes, where the Scheduled Tribes population comprises half or more of the overall population locally, rather than necessarily in individual villages.

Our Mission

Our mission is to actively promote the social, economic, educational, ethnic, and cultural advancement of not only the Mising community but also other Scheduled Tribes, Protected Classes, and all other communities residing within the jurisdiction of the Mising Autonomous Council area in Assam. We are committed to fostering inclusivity, equity, and development for all residents, ensuring that every individual has the opportunity to thrive and contribute to the vibrant tapestry of our region's diverse communities.

Our vision is to foster the creation of a fair and progressive society within the Mising Autonomous Council region, characterized by equitable rights and standards of living that are on par with those enjoyed by people in other parts of our country. We strive to eliminate disparities and ensure that every individual, regardless of background or circumstance, has the opportunity to thrive and fulfill their potential. By promoting equality, inclusivity, and sustainable development, we aim to build a community where all members can lead dignified and fulfilling lives, contributing to the collective prosperity of our region and beyond.

At the very outset I extend my heartiest thanks to all those who selflessly contributed towards realizing the dream of Mising Autonomous Council as a democratic institution for development; not only for the Misings but also for all communities living within MAC area.

Let us remember the words of our ancestors "Together we raise, together we thrive". With unity and determination, there is no obstacle that we cannot overcome.

Mising Autonomous Council holds a special place in our hearts, representing not just a governing body, but a beacon of hope and progress for our community. As we embark on this journey together, let us reaffirm our commitment to the values of unity, equality, and cultural preservation that define us as Misings. Our rich heritage and traditions are the foundation upon which we will build a brighter future for our people.

I am acutely aware of the challenges that confront us – from socio-economic disparities to environmental degradation, from healthcare accessibility to educational opportunities. These challenges demand our unwavering resolve and collaborative efforts to overcome.

The Mising Autonomous Council will strive to prioritize the needs of our community, working tirelessly to ensure that every individual has access to the resources and opportunities they deserve. We will invest in infrastructure development, promote sustainable livelihoods, and empower our youth to become the leaders of tomorrow.

But our success hinges not only on the actions of the Council, but on the active participation of each and every member of our community. At the outset, I extend my heartfelt gratitude to all those who have tirelessly contributed to the realization of the dream of the Mising Autonomous Council as a beacon of democracy and development. This achievement is not just for the Mising community, but for all the diverse communities residing within the MAC area.

I express my sincere appreciation to the elected members and the dedicated office staff for their unwavering commitment in reshaping MAC into a truly people-centric governance body. Through their efforts, we have empowered and entrusted the Gaon Sabha in the decision-making process, ensuring that the voices of the people resonate at the heart of our governance.

I would like to take this opportunity to humbly appeal to all sections of society to extend their support—be it emotional, intellectual, physical, or financial—to strengthen MAC as an effective governance system. Situated in a remote corner of the country, plagued by ages of neglect and ravaged by floods and erosion, MAC needs the collective effort and solidarity of its people to flourish and uplift the lives of its residents. Together, let us work towards building a brighter and more resilient future for our community and our region.
