Project Formulation

The Council follows the guideline and instructions given by the Govt. of Assam from time to time as
follows:

The Council takes the forum of Gram Sabha for the selection of schemes, beneficiaries etc. in a transparent way.
Nonduplicity certificate is obtained from PRIs/Line departments etc. against any proposed scheme.
The Council evaluates the objective, benefit and appropriateness of the Schemes.
Estimates are prepared with the latest Schedule of Rates of APWD and other line departments and Technical Sanction is obtained from the competent authority.
In case of procurement, NIT is called by publishing advertisements in at least 2 Newspapers and the official website of MAC. The Rate and quality of the materials to be procured are evaluated by a Departmental Purchase Committee (DPC) constituted by the Council with members drawn from the concerned line departments.
The Council strictly follows the Assam Financial Rules, the Assam Fiscal Responsibility and Budget Management Act, 2005 (AFRBM) and CVC guidelines in the execution of its works and all the files are routed through FAO (an AFS officer).
Apart from technical assistance taken from the line departments of the Govt. of Assam, the Council consults the Krishi Vigyan Kendra and Regional Research Stations of Assam Agricultural University and various other State as well as Central Govt. Institutions.
In case of individual beneficiary oriented schemes, apex level and constituency level committees are constituted for the implementation and monitoring of schemes.
The welfare and development schemes/projects taken up by MAC must conform to the policies of the State Govt. for similar nature of schemes.
